The Roman army was one of the most successful in the history of the world and its soldiers were rightly feared for their training, discipline, and stamina. Then when maintaining the army to defend the empire, it was constantly draining the government. In the later years of the Empire, frustrated Romans lost their desire to defend the Empire. So the government found it necessary to increasingly hire soldiers recruited from the unemployment city mobs or foreign countries. This army was very expensive and unreliable. The Emperor then raised taxes frequently, and the majority was paid mostly by businessmen and farmers, which really destroyed the economy.
